Introduction

In the late 1990s, Gårdsten, a neighbourhood in north-east Gothenburg, epitomised the challenges of Sweden’s post-war Million Programme estates. More than 800 apartments stood vacant, crime rates were high, and public perception was marked by stigma. Many considered the area a failed experiment in large-scale housing.

Fast forward to today, and Gårdsten tells a very different story. It is no longer seen as a “problem area” but as an international reference point for sustainable urban renewal. Behind this turnaround lies a carefully orchestrated strategy by Gårdstensbostäder, the municipally owned housing company, which combined architectural innovation, long-term property management, and social engagement into a cohesive transformation plan.

1. Architectural and Technical Renewal

One of the most visible aspects of the transformation was the physical renewal of the housing stock and public spaces.

Solar Housing Renovation (“Solhus”)

A flagship project was the Solhus renovation, where 255 apartments were refurbished with a focus on energy efficiency and daylight. Solar panels and improved insulation reduced energy consumption and operating costs, while the apartments were modernised to meet contemporary housing standards.

Design for People and Place

The courtyards were reimagined as semi-private social arenas, where children could play safely, neighbours could meet, and urban farming could take root. These spaces became vital for fostering community interaction in a way that long, anonymous corridors and undefined lawns never could.

Participatory Architecture

Crucially, tenants were invited to co-design their environment. Through surveys, interviews, and model flats, residents expressed their preferences. Astonishingly, 97% of these wishes were integrated into the final design. This not only improved the outcome but also gave residents a sense of ownership over the renewal process.

2. Crime Prevention and Safety Strategies

At its low point, Gårdsten was plagued by vandalism, drug crime, and fear. One of Gårdstensbostäder’s core principles was that safety must come first.

Environmental Crime Prevention (CPTED)

Design choices played a central role:

Improved lighting in outdoor areas.
Clear sightlines between entrances and courtyards.
Controlled access to basements and storage areas.
Removal of “hidden corners” and unused spaces.

Clear Rules and Consistency

Equally important was the introduction of strict rules. For example:

Basements locked after 21:00.
Restrictions on dangerous dog breeds.
Immediate repairs after vandalism (“broken windows” principle).

The message was clear: disorder would not be tolerated.

Partnership with Authorities

Gårdstensbostäder worked closely with the police and municipal authorities. Together, they created a visible presence in the area, reinforcing trust and legitimacy. Over time, this collaboration contributed to Gårdsten being reclassified from an “especially vulnerable area” to simply “vulnerable.”

The results were tangible: crime levels fell by more than 50%, and surveys showed growing trust in safety among residents.

3. Social Development and Community Engagement

Inclusion from the Beginning

Unlike many renewal projects where residents are consulted late, in Gårdsten engagement began on day one. This established a culture of shared responsibility.

Building Local Capacity

Employment was a central focus. Gårdstensbostäder employed residents directly for maintenance and caretaking roles, while supporting local entrepreneurship. Over time, the number of companies in the district rose from 8 to nearly 50.

Stability and Growth

Population increased from around 5,900 to more than 9,500. Waiting lists now exceed 1,000 applicants per available flat—an unimaginable turnaround compared to the days of hundreds of empty apartments.

4. Economic and Urban Impact

The transformation has had significant economic effects:

Property value growth: from SEK 150 million in the 1990s to nearly SEK 1.7 billion today.
Full occupancy: vacancy is no longer an issue; demand far exceeds supply.
Future expansion: Vision 2025 includes 1,500 new homes, underlining the area’s repositioning as a growth district.

These figures demonstrate how social investment and architectural renewal can also deliver long-term financial sustainability for municipal housing providers.

5. Lessons for Housing Management and Architecture

The Gårdsten case offers important lessons for professionals in architecture, housing management, and urban development:

The transformation of Gårdsten demonstrates that large-scale housing estates are not doomed to fail. With a deliberate strategy that unites architecture, housing management, and social development, even the most stigmatised districts can become attractive and sustainable communities.
